The implementation committee on Bank Verification Number (BVN) and authentication of civil servants on its payroll, set up by the Bauchi State government have disclosed that it saved a total sum of N225,519,737:56 for the government from October 2019 to June 2020.
This is just as the committee removed a total of 882 state and local governments nominal and payroll.
These are contained in the report of the committee on Wednesday.
According to the report, 112 state and 284 local government employees, including Primary Education Authorities (PEAs) and Primary Health Centres (PHCs) were not cleared by the Committee due to death, over age due for retirement, failure to appear for physical verification or abscondment.
The monthly value of these categories of employees, according to the report is N2,013,709, 527.
The implementation committee reports that 39 state and 146 local government employees, including PEAs and PHCs were discovered to be genuine staff after its meticulous screening and verification.
It reports that it discovered a total of 312 deceased local government pensioners on the nominal and payroll with a monthly value of N992,151,148, adding that they have been permanently removed from both the nominal roll and payroll.
Nine deceased state pensioners, it reports, were discovered on the nominal and payroll with a monthly value of N23,452,191.

Twenty-three state and local government staff were disengaged and removed from the payroll, having been discovered to be illegal replacements costing the government N 66,947,957 monthly.
The report informed that 11 civil servants were discovered through the July-September 2019 bank statements to be collecting double salaries on the government payroll.
The committee recommends that the state’s Head of Civil Service disciplines them accordingly.
Similarly, the report says four civil servants were discovered through their July- September 2019 bank statements to be collecting salaries from the state and other organizations.
The committee also discovered three civil servants through the July-September, 2019 bank statements who collect salaries from the state government and the N-Power programme.
It also recommended disciplinary action against all erring and corrupt civil servants.
The committee further discovered and removed 11 state civil servants who had exited from service but were still active on the payroll.
These cost the state government the sum of N136,607,702 monthly.
It also discovered and removed from the payroll 83 local government staff who had exited from service but were still active on the payroll, costing the government N354, 627, 124 monthly.
Forty-eight deceased local government staff were discovered during the physical verification and subsequently removed from the payroll.
These also cost the government the sum of N199, 980, 390 monthly.
The report says 32 civil servants and pensioners were discovered with overpayments between July and September 2019 and shortchanged the government of N489, 223, 785 monthly.
The Head of Civil Service, according to the report, is to handle their case.
The committee recommended the appointment of a team of experts to review the Pre-Service Scheme Policy to avoid waste and ensure maximum financial savings for the government.
It added that local governments and pension desk officers be in possession of a comprehensive and up-to-date list of their pensioners for accuracy, effective records management and coordination.
The BVN implementation committee also recommended that the state Ministry of Health should constitute a medical board to treat one staff member, discovered to merit it.
